I beleive this poem was by King Ping(周平王), he blamed his father, the passed away King You(周幽王) with this poem in an ancestor ceremony furiously and hopelessly. This abnormal behavior is self-explained: all the hundreds of miseries he received now are due to his father who never bless and sacrifice to the ancestors in his lifetime. This blaming connected the long history of each Zhou generations , the fortune and power are well cascaded by one king and the other untill King Ping.
Zhou people beleive that all their fortune and power are from their ancestors by asking and blessing. The last sentence(尚寐无聪): his passed away father, the previous King not listening to him means he has no way of asking and blessing. What a hopless shouting: with a rotten legacy, there was even no way of changing it!

我生之后,逢此百罹。
尚寐无吪!
有兔爰爰,雉离于罦。
我生之初,尚无造;
我生之后,逢此百忧。
尚寐无觉!

我生之初,尚无庸;
我生之后,逢此百凶。
尚寐无聪!
